INMATE MAIL

Rules

All inmate mail must be addressed as the example below and mailed through the United States Postal Service:

Legal mail (privileged mail) is mail from an inmate's attorney of record.  All legal mail must be clearly marked and mailed through the United States Postal Service (USPS).

Incoming Non-Privileged mail may be accepted in postcard or letter form.  All Non-Privileged Mail in letter form will be opened and inspected for contraband, prohibited content and restricted material by authorized personnel.

Letters/Postcards/Greeting Cards will be rejected, returned to sender, placed into the inmate's property or seized as evidence if it contains one or more of the following:

  • No return name and address clearly readable
  • Greeting Cards with additional layers or add-ins
  • Glitter
  • Attachments
  • Marker, Crayon, or Paint (of any type)
  • Pages directly removed from a book
  • Photocopies of books
  • Being forwarded from another and/or previous addresses; in addition, no mailing supplies may be sent to inmates. All Mailing items must be purchased by inmate's through the commissary system
  • No plastic/wrappings, white-out, labels, glue, stickers, tape, or staples
  • Watermarks, stains, biohazards (including lipsticks or perfumes)
  • Money/Checks/Money Orders
  • Plans for sending contraband into or out of the Detention Center
  • Plans for criminal activity
  • Instructions for the manufacturing of weapons, alcoholic beverages, drugs, and drug paraphernalia
  • Threatened blackmail or extortion
  • Plans for escape or unauthorized entry
  • Plans for activities in violation of Detention Center rules
  • Sexually explicit, nudity, weapons, alcohol, or gang related material
  • Information which if communicated would create a serious danger of violence, physical harm to a human being, or the order and security of the detention centers 

Books, Newspapers, & Magazines

  • Require approval from the Programs supervisor or their designee is necessary for Books, Newspapers, and Magazines.
  • Publication inserts shall be removed prior to delivery to the inmate.
  • Books, Newspapers, and Magazines must be sent directly from the publisher using the United States Postal Service. All of these items can be denied if found to threaten the safety or security of the facility.

Photos & Postcards

  • Photos and Postcards must follow all pre-set guidelines shown above.
  • Photos may not exceed 4X6 in size, while Postcards can not exceed 5X7 in size.
  • Photos may not come in with peeling or separated layers.
  • Polaroid photos are not accepted.
  •  

Packages

Packages are not accepted without prior approval. The definition of a package is any item requiring postage more than the cost of a first-class stamp.

Should correspondence be totally or partially rejected, a written notice stating the reason(s) for rejection shall be provided to the inmate.
