Atchison County Sheriff's Office
Division:  Investigations

Reports to:  Captain &/or Other Designated Supervisor
FLSA:  Non-Exempt

Position Summary: Under the supervision of the Captain of the Atchison County Sheriff's Office, the rank of Detective is responsible for investigating all major crimes reported by patrol or directly to the division. Detectives will provide investigative support to other Sheriff's Office Divisions as necessary. The Detective will also serve as an Evidence Technician, which performs a variety of assignments with duties related to law enforcement, processing evidence, record keeping, data entry, and other duties.

Essential Functions

  • Prepares written reports of investigations;
  • Conducts interviews for law enforcement investigations;
  • Supervises and instructs other officers at crime scenes;
  • Enforces all federal, state, and local laws;
  • Reviews investigative reports and checks for accuracy and completeness;
  • Instructs & trains officers in police procedures, policies and legality of actions;
  • Prepares written reports on employees, supervisory actions and crimes;
  • Testifies in court;
  • Exhibits positive attitude toward position, co-workers, supervisory personnel, and members of the public;
  • Abides by the law enforcement code of ethics;
  • Under the direction of the Captain, participates in and oversees criminal investigations of a serious nature;
  • Prepares detailed reports of departmental activities;
  • May perform routine patrol to detect and prevent crime and to enforce Federal, State, and local laws;
  • May perform special assignments as directed;
  • Serves as Evidence Technician; (See below Duties & Responsibilities);
  • Enforce Policy & Procedure;
  • Attend Training;
  • Maintain inventory and upkeep of all equipment assigned;
  • Respond to and assist in processing various types of crime scenes;
  • Assist in evidence collection process, compile items seized list and attach to search warrants as well as providing a detailed list for the case file;
  • Provides training and supervision in areas of evidence collection, packaging, chain of custody, logging, and other techniques within departmental policy & procedure;

Secondary Functions

  • Performs all other related duties assigned;
  • Attend training courses and meetings, as required;

Evidence Technician Duties & Responsibilities

  • Assist with maintaining security, control, and inventory of all evidence obtained by the Atchison County Sheriff's Office;
  • Maintain evidence logs for cataloging to allow for an efficient accurate method in retrieving stored evidence;
  • Operate bar coding equipment;
  • Assist in evidence collection process, compile items seized list and attach to search warrants as well as providing a detailed list for the case file;
  • Create evidence labels and attach to items seized;
  • Create diagrams of locations where search warrants are executed;
  • Transport evidence to and from the lab and/or court;
  • Testify in court;
  • Attend training;
  • Maintain, organize, and log in property in such a manner that items are secure from theft, contamination, and properly stored;
  • Maintain property records with all actions (chain of custody, court ordered releases and destruction, and insurance claims);
  • Release property to officers for court appearances;
  • Release property to its rightful owner;
  • Responsible for disposal of property;
  • Maintain a clean and orderly evidence/property storage facility;
  • Maintain inventory and upkeep of all equipment assigned.

SUPERVISORY FUNCTIONS

  • Assists with the overall direction, coordination, and evaluation of investigations and crime scenes;
  • Instructs and directs subordinates regarding proper procedures and protocol;
  • Reviews all work for compliance with standards, policies, and procedures;

Knowledge & Skills

  • Knowledge of general law enforcement/investigative procedures and practices;

  • Knowledge of various measuring techniques and diagramming; lifting fingerprints, and properly tagging, packaging and transporting evidence for forensic examinations;
  • Knowledge of proper interviewing techniques with victims, witnesses and suspects to obtain relevant case information;
  • Knowledge of legal surveillance techniques and and operating electronic surveillance equipment.
  • Knowledge of procedures, preparation and presentation of evidence in courts of law and other legal proceedings;
  • Knowledge of processes to obtain subpoenas, search and arrest warrants.

  • Ability of learning and utilizing software and other software programs within the Sheriff's Office;
  • Ability to operate a computer, applications, software, phone, tablet, copier, fax machine, and related office equipment and resources;
  • Ability to maintain cooperative relationships with the public, other public safety agencies, and other officials of the county, state, and federal agencies;
  • Ability to write clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively, and reads and interprets written information;

Required Education and/or Experience

  • High School Diploma or equivalent (GED) is required;
  • Bachelor's degree is preferred but not required;
  • Associate degree in related field is a plus;
  • Must be a Certified Law Enforcement Officer
  • Minimum of  (4) years working as a certified LEO

Required Certification

  • Valid Driver's License
  • Certified Law Enforcement Officer

Specialty Requirements

  • Must be a U.S.A. Citizen
  • Must be at least 21 years of age;
  • Must possess a valid driver's license;
  • Must be able to pass a post offer, physical exam, and drug screening;
  • Must be able to pass a criminal background check; no felony convictions or other disqualifying criminal history;
  • Must pass a driving history background check.
  • The Detective is expected to have acquired the necessary information and skills between six months to one year in the position.  

Working and Physical Conditions

  • Ability to maintain physical requirements and conditioning to deal with the hazardous, strenuous, and dangerous activities;
  • Hazardous, strenuous, and danger situations may arise while dealing with law enforcement situations, including but not limited to, adverse weather conditions, bodily fluids, and other dangerous substances;
  • General indoor and outdoor working environment with exposure to outside weather conditions of all types;
  • This position should expect occasional times of high stress;
  • Moderate exposure to loud noise levels, however, possibility of loud noises may exist;
  • Ability to stand, walk, reach, sit, read, pull, bend, crawl, push, and perform a variety of other body movements is required;
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Ability to perform light physical work and to lift and carry up to 50 pounds is required;
